Saul had the trumpets blown throughout all the land, saying, 'Saul has killed the Philistine governor and made the Philistines disgusted with Israel.'
So the people were rallied to join Saul at Gilgal.

When the Israelites saw how desperate their situation was, the people were distressed and hid themselves in caves, thickets, rocks, wells, and cisterns.

Saul remained at Gilgal with his troops quivering in fear. Now he had been waiting seven days for Samuel to arrive--the amount of time Samuel had told him to wait.
But Samuel did not come to Gilgal.

And the army began deserting Saul.

So Saul offered a burnt sacrifice.

Just as he finished the burnt offering, Samuel arrived and said, 'What have you done?'
Saul replied, 'I saw the Philistines were mustering, the army was deserting me, you had not arrived at the time you indicated, and I had not yet implored Yahweh's favor, so I felt obliged to offer the burnt sacrifice myself.'
'You have acted like a fool!' said Samuel. 'You have not obeyed the command Yahweh gave you. If only you had, Yahweh would have established your kingdom over Israel forever!'

'But now your kingdom will not continue,' said Samuel, 'Yahweh has found a man after his own heart and appointed him leader of his people.' And Samuel left, continuing on his way.
